Chapel Hill is in Orange County--which has the lowest unemployment rate in NC.

Raleigh (state capital) is in Wake County, which has relatively high unemployment. From the viewpoint of an outsider, this seems odd because few state employees have been laid off, and the city embarked on a number of public construction projects (although they are controversial)
